The most important step is to make sure they are fully licensed in your jurisdiction. If they are licensed, that means they follow all of the safety precautions that are required to ensure that you will be safe while getting a tattoo. But do not just rely on their license. Make sure they are washing their hands, that their work area is clean and hygienic, and most importantly that they are only using single-use tools on you.
